Ronnie Proctor is a Scottish Conservative and Unionist councillor for Kirriemuir and Dean.
He currently serves as Vice-Convenor of Angus Council’s Family, Education and Justice Committee, a role in which he helps shape policy affecting children, families, schools and community justice services across the county.
Ronnie is a former Provost of Angus, having previously held the Council’s civic leadership role and represented Angus at official events both locally and nationally. His time as Provost reflected a long-standing commitment to public service and a deep sense of duty to the communities he represents.
Born and brought up in Kirriemuir, Ronnie was educated at Webster’s Seminary before embarking on a forty-year career with The Black Watch. He rose from Junior Private to the rank of Major, and in recognition of his distinguished service was appointed MBE in 1992.
Since retiring from the Army, Ronnie has continued to play an active role in civic and community life. He is Chairman of the local SSAFA branch, a Director of Veterans Housing Scotland, and a former Chair of Kirriemuir Heritage Trust. He also serves as an Elder and former Session Clerk of The Glens and Kirriemuir United Parish Church, alongside wider involvement with local and regional organisations representing Angus and the Kirriemuir and Dean area.
In addition to his Vice-Convenor responsibilities, Ronnie sits on the Communities Committee, the Housing Committee, and the Scrutiny and Audit Committee. He brings experience, discipline and a strong focus on fairness and accountability to the Council’s work, particularly at a time of sustained financial pressure on local government.
As councillor for Kirriemuir and Dean, Ronnie continues to stand up for residents by pressing for fair funding for Angus Council, low council tax and council house rents, and a well-run local authority focused on frontline services. He has also been clear in opposing policies such as workplace parking charges and the proposed tourist tax, which would place additional burdens on local people and businesses.
